
A
consultative process has been underway on the development of a low-income
medical scheme (LIMS) framework based on circular 10 of 2005, issued by the
Council for Medical Schemes on 5 April 2005.
The consultative process was co-ordinated by Dr Jonathan Broomberg. A number of
working groups were set up to facilitate the research activities, and a health
survey was also commissioned.
The process has also been actively supported by many within the private health
sector, who contributed time, creativity and money. This support has
contributed to the development of a common understanding of the difficulties
faced by low-income groups in gaining access to risk pooling for healthcare in
South Africa. It has also contributed substantially to the development of an
understanding of the potential solutions.
As a final stakeholder report has now been completed through the LIMS process,
we thought it appropriate to hold a one-day conference/forum to present and
debate the findings of the report.
We envisage that we will, soon after the forum, move into a new phase where
government policy makers will develop a final set of recommendations for
submission to the Minister for possible implementation.
